New construction problems

Here is a problem where a floor joist has had the majority of it's bearing ability striped away!

When these floor joists were cut like this, instead of using a hole saw; a major portion of the floor is weakened. When looking at a newer home look closely at the way the plumbing systems are installed. There maybe hidden structural issues!
